The Ministry of Development Funds and Regional Policy in Poland (Department for ESF Management) is a Managing Authority for Operational Programme Knowledge Education Development 2014 – 2020 (OP KED).
The OP KED for the implementation of the ESF and the Youth Employment Initiative (YEI) in Poland aims to contribute to addressing key challenges which Poland faces in the fields of employment, social inclusion, health, education and public administration. Its budget is more than 4.6 billion EUR.
The main areas are:
• Promoting sustainable and quality employment and supporting labour mobility;
• Promoting social inclusion and combating poverty;
• Investing in education, skills and lifelong learning and
• Enhancing institutional capacity and efficient public administration.
Main beneficiaries of the planned actions include central government bodies, territorial self-government bodies and municipalities, courts and judiciary institutions, social partners and relevant civil sector organisations. In the upcoming financial perspective the Ministry will remain the Managing Authority for the national ESF-financed Operational Programme.
Innovative and transnational projects under the OP KED are being implemented in the framework of priority axis IV Social innovation and transnational cooperation which is dedicated only to those issues.
In the current financial perspective there is one national ESF operational programme and 16 regional multi-fund (ESF and ERDF) OPs. The national programme focus on support for reforms implementation and actions addressed to tertiary education and promoting employment among young people.
So far we have organized and granted co-financing within two mobility programmes for disadvantaged young people not in education, employment or training (NEETs). These programs are coordinated by the European TLN Mobility learning network:
• projects from first call were carried out 2016-2018 (23 projects)
• projects from second call 2018-2020 (11 projects).
